Project Charter — Completion checklist

How to use: tick an item only after inspecting the completed record and its evidence. Every unticked item needs an OPEN- entry with an owner, or a written, approved disposition.

Content checks

  • [ ] 01. Sponsor product owner and authority — Each role is a named person with an explicit limit (e.g. budget).
  • [ ] 02. Problem statement and business case — Benefit is quantified with its calculation or marked as an estimate.
  • [x] 03. Bounded intended-use and exclusions — Wording matches the risk screen exactly.
  • [ ] 04. Approved objectives and measurable success criteria — Each objective has baseline, target, method and date.
  • [x] 05. Deliverables and acceptance authorities — Every deliverable has one acceptance authority.
  • [ ] 06. Budget ceiling and cost assumptions — Ceiling and contingency are explicit numbers.
  • [ ] 07. Milestones and resource allocation — Each milestone has a date and owner; resources are confirmed by their managers.
  • [x] 08. Regulatory applicability screening — Hold points are copied exactly with their gates.
  • [ ] 09. Critical dependencies and approval decision — Decision is recorded with name, date and conditions.

  • [x] Product, version and commit SHA match the related records.
  • [x] No placeholder rows remain; every gap names an owner and an OPEN- item.
  • [x] Every cited link, file path and ID resolves.
  • [x] Security, privacy, AI/ML and medical-software applicability checked and routed to qualified reviewers where relevant.
  • [x] No patient identifiers, secrets or production data copied into the record.
  • [x] Nothing was taken from the worked examples as if it were evidence.
  • [ ] Named independent reviewer completed review; approval recorded with date.
